No city or country has a monopoly on rudeness...
I've had very rude and mannerless people around me in France, Spain, and the USA, which are the countries I've lived in, plus a few other countries I've visited...
And I've had wonderful, affectionate and polite people in the same places!!
I always try to smile first...and it usual gets one back...

Titusville in Florida. At least for me, it was the worst experiance I have ever had in my entire life. And I am not joking about this, EVEYONE I met down there was rude and obnoxious. But, I do know that I can't stereotype everyone that lives there, just the people I met. And The people I met included anywhere from store personel to the random stranger on the street...

My parents were complaining about some of the people in Miami were kind of rude. But when we were in Ft. Lauderdale the people were a lot nicer. I don't usually pay attention to whether someone is in a good mood or not. Thats their problem.

New York City and Cleveland, OH are my top two. My experience was that if people in either city could choose to be nice or choose to be mean and it would take the same amount of energy, they always chose to be mean.

Germany (more specifically Eastern Germany) and cities that are deep in Germany and are further from borders or ports.
Additionally if you don't speak French, people in Paris can be quite rude too.

"Snow Valley Auto Care" in Vermont, I pulled in with car trouble, and I could see the guys mouth watering because I had "NY" plates. I work at a shop but, did'nt tell them that, they totally tried to rip me off "BIG TIME". I Let the little Vermin from Vermont, talk his B.S. to me, when he was done, I informed him that I'm from NY, I INVENTED B.S., I work in a shop and you're a "FU-KING THIEF", and I said it real loud, then told him "C'mon down to the city some time, assh-le". A real "PUKE" !

Hands down...Morocco. It is also the dirtiest place I've ever seen. Of the 20+ countries I've been to, Morocco is the only one that has absolutely nothing appealing.
