My understanding is that someone sent you a file that is in excell 2007 - if this is correct then - if you are able to open the file, then go to "save as" and under the file name there is a menu where you can save the file to an earlier version of the software or even into a different format (like txt and so on).

Your question makes absolutely no sense.

If you don't have Excel 2007, you will not have any files in that format to convert back to Excel 2003.

I think you need to restate your question.
