El means he. Cree is the he/she/you(formal) form of creer, which means to believe. Que means that, in this case. Siempre means always. Tiene is the he/she/you(formal) form of tener which means to have. Razon means right (as in correct). Tiene razon is an idiom meaning is right(correct). Altogether it means He thinks (or believes) that he is always right.
