A patron speaking about his "friends" would be referring to whom???

It depends on your description of "patron". A patron of what? A patron to whom?

His collegues... in most of the cases
if the context is about the "victimised" then it is a diplomatic phrase for them.(the down-trodden, a social victim etc.)
