Yes the recognized Universal Language of all ICAO countries is English. While flying in Germany if you initiate a conversation with ATC in German, then they will talk to you in German. If you initiate a call to ATC in English then they will talk to you in English. The only rule to follow then, is that once you have initiated service with ATC in the language of choice, then you have to stick to it until you are either handed off to another ATC controller, or have discontinued service.
As far as transferring your pilot privileges are concerned you will have to check with the German civil aviation authority, & find out what will be required to do that. Depending on what level of licence you will want to maintain in Germany, you may be required to take a written exam, and/or flight test. But for now, if your current licence & medical are up to date when you are in Germany, you will probably be able to rent an aircraft there after taking a check ride with a local German flight school. Then they should be able to help you meet the requirements necessary to get your German licences & ratings.

As an U.S. pilot, you can fly US registered aircraft in Germany ... that is they have an 'N - Number'. To fly the same aircraft with a German registration, you must have a German pilot certificate. And yes, English is the language of Air Traffic Control, but they generally speak German at the non-airline airports.

Intercontinental flights american pilots have to be poilots in germany, and vise versa, we're not going to switch pilots as we cross borders; that would be completely unfeasable.

Yes you can but you are FAA certified being in USA but in Germany you got to get the ICAO certification. Best of luck.
