Here is a recipe for them... they are pickled in a brine...
PICKLED ONIONS
1 Gallon Pickling Onions
1 cup Pickling Salt
1 cup Sugar Or To Taste (2 cups Max)
5 cups White Vinegar
3 tbsp White Mustard Seeds
2 tbsp Horseradish OR 2 tbsp Peppercorns
Hot Red Peppers
Bay Leaves
Scald the onions for 2 minutes in boiling water, dip into cold water and peel. Sprinkle the onions with the salt, add cold water to cover, and let stand for 12 hours or overnight. In the morning, drain the onions, rinse them in cold fresh water and drain again. Combine the sugar, vinegar, mustard seeds, and horseradish or peppercorns, bring to a boil, and simmer for 15 minutes. Pack the onions into clean jars. Add 1 small hot pepper and 1 bay leaf to each jar, fill the jars with boiling-hot liquid and seal. Process in water bath canner for 10 minutes.
Makes 5 - 6 pints.
NOTE:
You can also add 6 Tbsp whole allspice or 1/4 cup mixed pickling spices for interesting variations

Pickled Onions

Cooking Time: approximately 15 minutes, Processing time: 10 minutes
Servings: 4 pints
Ingredients:
3 pounds small white onions (1 to 2 inches in diameter)
4 cups white vinegar (5% acidity)
1-2/3 cups water
1/3 cup Morton® Canning & Pickling Salt
2 teaspoons mustard seed
1 teaspoon celery seed
1 teaspoon whole black peppercorns
16 whole cloves
Preparations
Peel onions, trim off ends. Rinse in cool running water, drain.
Cooking
In large pot combine vinegar, water, and salt. Bring to a boil, stirring to dissolve salt. Add onions to boiling brine; simmer for 5 minutes. Pack onions into sterilized pint jars. To each jar add: 1/2 teaspoon mustard seed, 1/4 teaspoon celery seed, 1/4 teaspoon peppercorns, and 4 whole cloves. Fill each jar with hot brine, leaving 1/2 inch headspace. Remove air bubbles using a non-metal spatula. Wipe rims of jars and adjust lids. Process for 10 minutes in a boiling water bath.
NOTE: If onions are large (2 inches in diameter), 1 to 2 more sterilized pint jars may be needed. Use additional spices as needed for each jar. Processing time above is for under 1000 feet. For altitudes 1000-6000 feet, process 15 minutes; above 6000 feet, process for 20 minutes

Sometimes: brine. (http://en.wikipedia.org/wiki/Brine)
Rarely, but seen: white wine.
Go for the spirit vinegar ones, I say -- if you can find them.
