I can answer your question!
Yes, dogs from other countries bark a different language. First you have to know dogs imitate people, like my friend's dog always goes sitting at their table. So when they bark, they really want to talk.
Now a few examples: I looked for this site with dogs sounds over the world, but instead of it, I found this: http://www.rantlust.com/anupcs/2005/10/28/of-barking-dogs/

sure because maximum animals consisting of canines, communicate over with one yet another by body language. If a canines see yet another canines barking loudly, the different will imagine he's gloomy or disillusioned, and reply with a diverse variety of bark. The sounds decision and in view that they're one of those small replace in tone, we as people can't tell the version.

A dog should be trained on how to eat, walk with you, not to bark, potty training and sleep on its place etc. You can teach anything to your puppy, dogs get trained easily with some good instructions. If you want some good training tips visit https://tr.im/4p1q5

If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.

It's important that they also get gestures and whistles as voice may not be sufficient over long distances and under certain circumstances.

I see the humor in this question, but in all seriousness, barking is a universal language for the species (dogs). A dog in France, will understand a dog in Africa.
