I would go to the most breathtaking place I could then tell her it in a sweet tone right after a happy moment. She would obviously be beautiful and I would kiss her and we would be like prince charming and cinderella and make perfect movies!

You make it sound like it's not said very often. Like you say it once every 4 months and hire a Wagnerian choir in the background. As long as the mood is right, preferably just the two of you around, you could say it sincerely and it would mean just as much as if you were to buy the lass a vineyard.

see my first love i take her to the Newport beach at midnight on the sand i put a shape of a heart with candle and red rose around it then i call her up to there, when she was arrive i walk up to her and give a kiss and say i love you we enjoy then make out and watch the sunset together that was my

Its a good idea to say it seriously when you are alone or blocking everyone out. It def. should be meaningful if u really love them. BTW, your first love seems like your last, and your last love seems like your first. :)
