If you're talking about a single body part, you should shave it completely to assure even growth.

You're talking about multiple parts, then it depends, for example, I shave my head and let it grow for one week, then shave my back. The hair on my back grown much faster than the hair on my head, but using this method I can still look like I'm evenly distributed.

Definitely all at once. If you shave it in stages, it will not grow back evenly and you will have to spend a lot more time on maintenance.

Depends what you're shaving! If it's long hair, cut it down short first and then shave it all off. This way it will grow back evenly.

i'd shave evenly but gradually. that way it grows back at the same rate....but if you have o say an inch of hair and you find a scar you don't like, then you don't have to wait as long for it to get covered up again.
