for a citizens arrest you must 'see the person committing an arrestable offence'
You do not need a Police Officer present.
You can then detain using reasonable force only NOT HANDCUFFS otherwise that might be an offence known as false imprisonment.
You must then call the Police and I would advise use 999 to reduce the time the person is in YOUR custody. (Our Courts are more on the side of the criminal)
A Police Officer is a citizen that has only slightly better powers of arrest he only needs believe that a person has committed an arrestable offence.

don't use handcuffs to make a citizens arrest, its likely you could be done for assault (regardless of if the person was deserving of arrest)
I don't think you can go out and make a citizens arrest on purpose, I think you should complain to the police, if you arrest incorrectly i.e. it wasn't necessary as you or someone else could have reported it to the police any subsequent action would have to be dropped because it would be an abuse of process argument against your arrest.
Leave it to the pro's- we don't need vigilantes
people react in many different ways to being arrested, you are not trained to deal with those, you could get very seriously hurt if their is a violent reaction.
If you used too much force then it would be you that would be arrested when the police turn up.

No, there is not, An officer will spend hours and days in classes learning the laws of arrest. Handcuffs are just one of the many detention methods they use.
And when you become a police officer, you will be trained how to.
Citizens can not use force to detain people snce they could be sued for false imprisonment or arrested for assult thierself

You can make a citizens arrest without handcuffs. You can only hold that person until the police arrive. You do not have the power to do anything else.

Anyone can make a citizens arrest for a misdemeanor that they witness. You can also make a citizens arrest if they have a reason to believe a person has commited a felony. If you use cuffs on a person, you better be REAL sure that you know what they did. A charge for wrongful detention or to the extreme, kidnapping could be charged against you...........

Umm, do you mean citizen's arrest? I would not recommend doing that because more people who perform a citizens arrest end up getting arrested or sued themselves. You can get arrested for wrongful detention or wrongful arrest and you can also get sued under those pretenses also.

Uh, angell 1937, A citizen arrest is detaining someone BEFORE the police arrive, if the police officer is present then, he can just arrest the suspect. DEE DEE DEE!!
