I think you are thinking OCD (obsessive-compulsive disorder). people with this disorder focus on different things that they worry about and then have to do an action to fulfill that excessive worry. So your friend may hate messes and so to decrease that anxious feeling that messes cause her, she cleans to supress that

It is called obsessive-compulsive disorder. Psychologists treat obsessive-compulsive disorder with a talking treatment called Cognitive-Behavioural Treatment(CBT). Many treatment sessions may be needed, and the patient must be willing to cooperate. Psychiatrists, who are medical doctors, usually prescribe medication. This works best if there is also counseling by the psychiatrist or some other mental health professional who is trained to do CBT.

Repetitive behaviors such as handwashing, counting, checking, or cleaning are often performed with the hope of preventing obsessive thoughts or making them go away.

Obessive-compulsive, yes. You are right about it though. It is excessive anything though.
People like that must be told it is ok not to be perfect all the time. They were most likely raised in an environment where it was the norm or they were raised in a pig sty. Either way, it isn't healthy.
