Use FareChase, they search dozens of websites for you, so you dont have to!!!
You can also type "flights to spain" in Yahoo's search, and fill the nifty search form that shows up...

Search all the travel sites like travelocity, expedia, travelzoo, etc. as well as each individual airline website.

It depends on where you're flying from/to, day of week, time of year, how many layovers you're willing to make and a multitude of other variables.

It depends where you are flying from. Mostl probably low-cost airlines and tour operators have the lowest fares. Spain is so big and many cities, small and large, have their own airports.
