I went out with a woman 14 times and I french kissed her once, however she said we should have not kissed, but she let me french kiss her and then she said that. We did not talk for 3 weeks after the kiss; since we have went out twice;
The problem I have is that she looks at me as if she DOES really like me, she looks deep in my eyes and we keep eye contact for about 30 sec. - 1 min. and then she asks what are you thinking? she even changed infront of me just a week ago, anyway she does behave as if she really likes me, I think anyway, but when it comes to the end of the night, she just leaves and we hug???!!
Is she comfused? and I mis-understanding her friendship? OR is she just a tease? OR am I just plain dump and don't understand her friendship?

More information is needed here. Is she a married woman? Rather then try and understand what she wants, why don’t you make up your mind as to what you want from this relationship? Once you decide, talk to her about it. She will probably tell you what she wants. Then the two of you decide.

No, you're not dumb, you're a man in love with a woman he doesn't understand. I think she's not sure how she feels about you, thats why her behaviour is so contradicting. At the moment she fears a serious relationship, but at the same time she doesn't want to lose you.
Perhaps you're appearing too eager. Some woman likes men who appear somewhat out of their reach. So, why don't you try a different approach from now on? Act cool and calm and confident as if you don't care a damn what she thinks. If she leaves, don't attempt to hug or kiss her. Just say a friendly "Goodnight!" and leave it there. This will definitely puzzles her. When you're together, ask a friend to call you, then you say on the phone somethin like: "Oh, hi, Michelle. Fine, thank you and you? No, I can't speak now, but I'll phone you back."
If she ask who is Michelle, you can say nonchalant "Just a girl I know." If she cares for you, jealousy will certainly let her realize that she might lose you to another woman. And then she will come around. Try that and see how it works. And good luck.

She probably thought the kiss was a good idea at the time, but then she might have had time to think about it, she might want to take things slow which doen't mean she doesn't like you, she may have had a bad expirence in a previous relationship in which she rushed things. She thinks she is onto a good thing but has to test you first, see if you really like her so that she can stop worrying and relax give her time and space, if ur really insucure with this take her to dinner and ask her how she feels she may avoid the question in which case it is likely that a previous relationship ended badly and she is still confused, tell her she needen't be afraid and ur intentions are good, and if she wants to take things slow u'll go at her pace and push her into anything, if you do she would dump you anyway. Give her time.
