Not sure about skiping, but skipping rope is a very good cardio excercise. Doing it non-stop for a significant amount of time can be better than running on a treadmill but I think it all depends on how fast, and how often you stop. Steady running on a treadmill at a good pace is tough to beat, but if you were to skip rope at an intense pace, I think it might beat out running in terms of cardio.

It also helps to build certain leg muscles better than treadmill.

A 'cardio" exercise is an exercise which allows the heart rate to increase at a high percentage rate of your peak level. Therefore, if skipping/jumping rope increases your heart rate, it is a form of cardio exercise. How good depends on your level of intensity. If you skip suchlike boxers and fighters, then this is a very good source of cardio.

Treadmill/running exercises are statistically considered the best source of cardio exercise but not everyone is capable of handling the pounding of the joints and muscles. A combination of many cardio exercises helps maintain motivation and provides an all around source with better results for fat burning. When performing ANY exercise, it is always best to change routines between one to two months since the body is capable of adapting and reaching a plateau. Changing a routine can be anything from a new form of exercise which workd work different muscles or increase the intensity of a current exercise. Shocking the body and making it work provides the best results.
