I had something similar happen to me and I managed to get out of it, with proof.
Facing traffic while parked may prove a bit difficult to get out of, but not impossible. Providing you were parked there momentarily and not overnight.
I pleaded ignorance because I truly did not know. I parked on the street overnight in an unposted area. Apparently, Bolingbrook residents in that area were/are not allowed to be parked on the street between 2-4 AM. I brought the recent ticket and my receipts from the DMV, (address changes from my new drivers license, registration, ETC.), to the police station and explained this to the sergeant. After I showed proof of literally just having moved they let it go with a warning.
It will go on his record if the fine is paid, however, it is really a non-factor as far as insurance goes as long as it is a one shot deal and doesn't happen with regularity. If the police forgo the ticket and the fine is not paid, it will be as if the ticket never happened.
It may be best to go to court to plead your case, but, if the fine is cheaper than missing 1/2 of a days work, I'd pay the fine.

There is really no way to get out of a parking ticket...to be brief your hubby committed the violation and the law states that ignorance is no excuse. What your neighbor does has nothing to do with your ticket. If you decide not to pay it and to go to court on it you will probably be found guilty and then have to pay a higher fine that the ticket was to begin with. I would just pay the ticket and chalk it up as a lesson learned....and next time your neighbor is parked illegally, give the cops a call to come put a ticket on their car.

You can fight it, first though you take a picture of your neighbors car parked in the wrong direction on the street and his license #. When you go to court have all the information at hand and show the judge, more then likely the officer will be asked why a ticket was not given to that guy and then yours will be thrown out....

Doesn't matter what the neighbor does, if it's against the law and he chose to do it anyway, he has to pay the price for a police officer giving him a ticket.
I think only unpaid tickets go on your record, but I'm not sure.
Call your local courthouse and ask them about if you can fight it, if it's worth fighting it and if it will go on his record.

if there are signs on the street saying that you need to be parking a particular way, you can try and explain that you are new to the area and didnt know... and no it will no go on his record unless he doesnt pay the fine...

Don't pay for the ticket. File it with the courts instead. You will then get a court date (eventually) and will be able to go in an fight it.
