I had a Visa car with my dog's name on it. It's quite legal because the responsible person is the parent and the card is simply a second card on the primary account.

You have to put age and social security number on an application for a credit card to only be put in a person's name. So I doubt a credit card company would approve a credit card in a one year old's name especially with no credit history. If they have their own credit card account and requested a card for members of their family than yes. If your friend got a credit card in her one year old's name and the child's name only than she had to lie on the application about the child's age which is illegal. She probably could go to jail considering she is falsifying documents.

I would think so..... it's fraud.

How would she even have been able to get a credit card in her child's name? She would have had to make up all the personal information like age, income, social insurance number....

Absolutely, she is ruining her child credit. He/she will have major major problems when they get older, like hundred thousands worth of $ problems. Make an anonymous call to someone and do the right thing. Someone needs to speak for the child that can't speak for them self.
