If you're looking in Palmerston North, you've got to get there through someplace else, like Auckland, or Queenstown. Pick up a free Jason's Accommodation Guide available in just about every tourist locale you can imagine, including most of the hotels/motels/hostels etc. If you need to book ahead of time, check out www.jasons.com. But really, when you hit town, just cruise Ferguson St and look for "Vacancy" signs. There's sure to be heaps of places. I can't think of any particular festival or event in Palmerston North that would use up all the rooms.

If you're driving, the beauty of New Zealand is that you don't really need to worry about pre-booking any accommodation, wherever you go!
Every town big enough to have a main street, has Motels all along it! Take your pick! They're cheap, clean, and comfortable.
All you do is drive around, pick one you like, that has "Vacancies" blinking in neon out front, and, "Bob" is a close relative!
