Yes it will (a merlin is a small hawk-like bird).
They're rare in the US.

yes, most defiantly, if they have a lucky break, they are usually used in falconry for hunting skylarks, however Merlin's in the wild tend to hunt swift and swallows and in the height of summer catch dragonflies on the wing. you tend to see sparrow hawks catching blackbirds and are used in falconry for this purpose, however you do need to obtain a license to do so. Do you have a Merlin and want to hunt with it or have you seen one in the wild?

Definitely! I have seen one catch a Brown-headed Cowbird (type of blackbird) before.
