Per the FDA website:
Food stamps can only be used for food and for plants and seeds to grow food for your household to eat. Food stamps cannot be used to buy:
Any nonfood item, such as pet foods; soaps, paper products, and household supplies; grooming items, toothpaste, and cosmetics
Alcoholic beverages and tobacco
Vitamins and medicines
Any food that will be eaten in the store
Hot foods

You should be able to. A good rule of thumb is, "If it's hot, it's not, if it's cold, it's sold." If you can consume it on the spot, it's not something you can use food stamps to purchase, but if it is cold, you can. For example, in my state, you can purchase Papa Murphy's take and bake pizza with stamps, but not Domino's pizza. However, the Food Stamp regulations are federal.

i know this is an old post but i freaked out myself finding out the Papa Murphy's does indeed accept food stamps for their uncooked pizzas and sandwiches. you can get pretty much anything with food stamps as long as you have to cook it or it says Nutritional on the label
