Because pepper is sprinkled all over your grub but salt would be placed, in a neat pile on the side to add when required. Also one may use there fingers to sprinkle the salt on side of plate but imagine doing that with pepper.....atchooooo

Pepper being lighter than salt needs mor room to get out and also salt pours much easier than pepper

Pepper flows with much more difficulty than salt and also, you don't want too much salt coming out fast anyway.

salt pours easier than pepper si it only needs 1 hole.
pepper doenst pour because it is lighter so has to be shaken through the holes.
