I personally find the Canon PowerShot A430 for $130(US) a great low cost digital camera. It takes great pictures with it's 4 MP sensor and has a host of additional features inherited from the higher cost Canon line-up.

For my money it is the best low cost digital camera.

Low cost things, be it cameras or something else, are never best.
You seem to look for the best price-value relation. Try to find something good second hand. The market is big, because there were cameras with more and more megapixels produced, and everybody wanted to be up to date.
On the second hand market you should go for well known brands like Nikon and Canon, perhaps also Olympus and Fuji.

I have a 3 megapixel Vivitar loved it, a 5 megapixel HP photosmart liked the Vivitar better now I have the 9 megapixel Fujifilm S9000 it costs 700.00 but is amazing the Vivitars are very inexpensive and work great for snapshots or for ebay product shots kind of things so it really depends on what you will be using it for. Vivitars are about 100.00 and I did love mine.
