It might have been stolen by some Hooligans. It has no vallue for anyone other than the owner of the car. You cannot use it on another car unless for some crime. So you should report to the Sheriff's department for traffic, trafic cops. If there is a crime committed with a car bearing your number plates you will have some wasted or even incaceration for some days. So early reporting is the best route.

no, it is not free. You will have to go to the tax assessors office and get new plates. They will update your registration, for example, if it ended in August, and you went to the office today, they would change your registration to April, and you would be credited with the 4 months of fees that were already paid. I believe the new plate fee is $5.30, which would be added onto the registration fees.
