The usual games are pass the pracel, musical chairs, musical statues. I also used to do a treasure hunt when the kids were small with pictures on cards for where the clues were hidden - it keeps them amused for ages.

Just had my son's 5th birthday party last weekend.
We had 2 pass the parcels, both had a lolly/sweet on each layer, and a big prize in the middle. One was for girls, one boys, so it does have to be fixed.
Also played Musical Statues & Farmers in his den. We would have also played Musical Bumps, but we had a child there who is disabled and would not have been able to do it.
We had run out of ideas, and it was getting a bit mad when I remembered Sleeping Lions. Just get them to lay on the floor as still and quietly as possible, and the one that stays still longest wins. You can also tickle them if they are too good. You can make this one last as long as you like. It gives your ears a break.
As it was last weekend we also had half hour of fireworks. If you can get hold of some, and the timing is right you could try that too. We kept the kids indoors and they watched through the patio doors.
Hope that helps. Good luck.

My friends sister recently had a carnival party which was great fun... Get all the kids to come in fancy dress then you can have a competition... Have hook a duck... guess how many sweets....splat a rat (get a high platform with a tube hanging down... adult must be at the top... drop the rat down the tube and get the kids to hit it) .... bowling (knock the tins over)..... Apple bobbing and have a bouncy castle... with prizes for each little game they play... you can be indoors with this aswell!!!! It should keep them entertained for hours!!!! and oh yes a pinata!! very good fun:P!!!

You could hide things like toys and food in hidden places, give them a clue where the thing is every 15-30 minutes, and whoever finds one gets to keep it. This is a game I used to play at birthday parties alot when I was young.

We hired a bouncy castle for my 5 yr old sister earler this year and they had a great time not too expensive either, other than that musical statues or chairs (statues is better if you have lots of kids!!) simon says is a good game ( ie, you say simon says put your hands on your head etc.. and when you dont say simon says the kids that do it are out) Anyway hope you have a good time xx

Hot potato, musical chairs, and pin the tail on the donkey are all the usual games. Maybe fill a jar with candy and have each child guess how many gumballs or jelly beans (or whatever candy) are in the jar and whoever is closest gets to keep it. Maybe put small objects in a small paper bag and have each child reach in and feel around (without looking) and try to guess what's in the bag and whoever is right gets a small prize.

lots of good ideas here already.
don't forget crafts - it's a nice ice breaker and way to accomodate staggered arrival times. for our son's 5th, we set out white plastic masks, and many pie tins filled with sparkly things to glue on the masks.
pin the tale on the donkey is great fun, and you can even make your own, and have kids pin something on another thing that's meaningful to them (ie, one year we made a huge painting of the witch king from the LOTR and the kids pinned the ring on his finger.)
one i've always read about is where the kids lie in a circle with one kid's head on the next kid's belly, around and around. then, one child is supposed to start giggling, but no one else is supposed to giggle. so everyone giggles...
have balloons lying around for the kids to toss to each other, keep off the ground, or to tie to their ankles. when tied to ankles, everyone tries to stomp the others' balloons while protecting their own. depends on the zestiness of those 2 year olds...

musical chairs

or just hire a professional entertainer, sit back and relax!

no one has said sharades, i used to love that game where you do actions to represent a book, film, play..etc and they have to guess it...
Also for outside- had, sticky toffee... marko polo...
oh yeah and chineese whispers and like a blind fold is tied to one person and they have to find everyone else... hilarious :D um you could do a small obstacle course where they have to jump over, under put stuff on and all different activities faster than the other team... quite fun
ahhh all my childhood party memories coming back to me :)

pass the parcel - a toy is wrapped in many layers of paper and when the music stops a layer is removed by the child holding it when the last layer is removed that child is the winner.
musical chairs or statues.
