It would depend on my impression of the person and the circumstances. This has actually happened to me. A Korean tourist asked if he could have a picture with me. I thought it was funny and kind of weird, but I gave my permission. I guess he just never saw a blonde and blue-eyed girl before or something. He seemed like an ok guy. Had it been some creepy looking person I wouldn't have given my permission.

First and foremost, I would want to know why... we live in a strange world nowadays.
I suppose it would have to do with what you were doing at the time, and who was asking. For example, if you're at the county fair and the society editor wants to take your picture for the newspaper, that would be one thing... although they should clearly introduce themselves.
If it was just some pervert who was going to hang it up in a creepy collection on their bedroom wall, that's different.
If you don't want your picture taken, and feel like being snarky, tell them that you're an Aborigine and it's against your religion... say "No, I'd prefer to keep my SOUL, thank you."
It's a good way to get rid of someone, if nothing else.

When I was in Asia, random people would always ask to have their picture taken with me, just cause I was white. My friend, who was a big, hairy Hispanic fellow, was also a photo celebrity. People want to take your picture for various reasons. Maybe you have character. Maybe you're beautiful. Maybe you're very funny looking. Who can know? You alway have the right to say no, but what does it matter? So you're on someone else's role of film, so what? In the UK, people have their pictures taken by CCTV cameras 300 times a day on average.

This could be a prank and the camera could squirt out something at you, it could be they want to superimpose your head on another body, could be a class project on public trust, it could be a stalker-you never know the motivation of strangers. It is up to you do you want a person you don't know to have your picture to do with as they wish? If so then go for it-if no than walk the other way.

It depends on where you were. If you were at a wedding or a birthday party, I don't understand what the big deal would be. If you were at like Mardi Gras or spring break or something, it wouldn't be out of the ordinary their either. However, if you were just walking around the mall or the street and some stranger wanted your pic, I would consider that weird. I would have to say, no thanks and walk away-- quickly.

Let em have it. Every time you go on vacation someone is taking a picture somewhere. I don't know how many backgrounds I show up in. It wouldn't bother me.

They're probably trying to get a reaction out of you. Either say no thank you, walk away. Or say sure and say CHEESE!!! I would probably try to freak them out more and ask if you can take your dentures out first, but that's just me.
