Sacramento is close (about 70 miles) to the Desolation Wilderness Area off of US Highway 50. I've included a couple of informational links which also have photos. The night sky might be affected by the lights from Tahoe, but maybe not. On the same forest, El Dorado National Forest, there are several lookouts which have accessible roads. You might not get to climb to the top of the lookout, but most are on high hills with great sky views.
The person who suggested Crescent City was on the track to a great suggestion. It which brings to mind an area called the Smith River National Recreation Area, which (unlike being in well-lit Crescent City itself) is dark and has fantastic night sky views. The Recreation Area is close to the internationally famous Redwood National Park, a place of amazing biodiversity and dark grasslands over the fog belt where the night sky can be admired. It is in Del Norte County, which is unfortunately eight plus driving hours north of Sacramento.

Mike R and Lissa are doing pretty well answering different points of the North Coast. Anywhere along there is good, Jenner (Russian River outlet), Sea Ranch, Eureka, Fort Bragg.

If you looking for an inland spot, I was always very pleased with the skies in Butte County, around Chico & Paradise.

My favorite, however is Lakeport and Lake County because, besides the clear skies, the stars reflect in the lake. If you're looking for a great weekend, starry romantic night skies, great accommodations and fun, Google up "KONOCTI HARBOR". They have a very active concert schedule of really good music and a wonderful resort. Two venues - one inside and a summer concert stadium.

Went to Beach Boys and Creedence Clearwater there. (They have music of all sorts) There's nothing behind the stage - ya' look right past the band to the lake.

The drive in is torture and takes awhile but it's WELL worth it.

Go up to Jackson Ranchera Casino when you are leaving and its night time you can see all the lights in the San Joaquin Valley ( very Beautiful)

Go to Crescent City - it's on the coast, has beautiful mountains, a great lookout point and is overall a beautiful place.

I haven't been to Cali. Yosimite would be a good spot though.
