This is an interesting question, because it is similar to asking how far you have to be able to hit the ball to play baseball, or how tall you have to be to play basketball. These things are advantages, but not necessities. There's no etched-in-stone cut off point, but I'll give you the averages for a horse jockey:

Average weight: 110 lbs.
Average height: 5’4
And in case you're wondering (for some reason) Average boot size: 5

Also, Richard Hughes, the man who is reportedly the tallest jockey (at least in the U.K.), is 5' 10" and tips the scales at 53 kg, or about 117 lbs. The tallest female jockey is Louise Moeller (from Denmark), who is 6' 1" and 112 lbs.

Height is not really a big issue weight is.
Dressed with a saddle and all gear you must be less than about 117 pounds.

Height is not a big deal but you can't weigh anymore than 115.
