I also suffer from SAD and have been successfully utilizing a tanning salon, in the winter months only, with great results. I realize UVA/UVB rays can be harmful, but I use sunblock and I only go 2 times a week during Dec./Jan./Feb.; by then, spring is back where I live and I can be outdoors again.

It doesn't seem like your question is being answered. I'm disappointed because I was actually wondering this very thing just a couple of hours ago. The light you are talking about has a screen that blocks out the harmful rays, which are not blocked out in a tanning bed.

You can try using what are commonly referred to as "grow lights" used for plants. You should be able to buy these at almost any place that sells plants. Try Walmart and Home Depot before you go to a more expensive place. Your friends health care provider should know, too.
