It is a project that involves various branches of society; the peace keeping agency, the health office, NGO's and others. They make guidelines and implement them when disaster strikes , like earthquakes, flood, tsunami, hurrican, etc. They are first to be there on the site. Clear guidelines should be established by the group and a contingency plan should be in place in case the mother plan fails. Available materials , services should be already in place and be alert and prepared anytime they are needed.
