People that have died have stated that the angels said the light our soul goes to and the light within heaven is the exhale of God.

What do the angels mean by this?

I don't think they mean it as breathe in the same sense as we know it.

Very good question.
GOD is inconceivable in the materialistic mind of a man. The only thing that we can feel is the exhale of GOD: meaning the result of his infinite love, or just LIGHT. We should not think of LIGHT as the electric light or the sun light, these are materialistic lights.
GOD light is all the love, care, creation etc resulted/reflected from HIM.
The human being is made of flesh and soul. The soul is the devine part coming from GOD to give life to a person.
When a man is dead, then the soul returns back to the Creator, meaning to the light origine.
Heaven is the "place" where all souls are gathered, and therefore the Heaven is full of LIGHT.

Edit: My goodness, Rods comment on Shakinah looks very familiar. Its almost the same word as 'Sakinah' in the Quran. And since its Aramaic I reckon its related. Any ideas Rod?

He it is Who sent down As-Sakinah (calmness and tranquillity) into the hearts of the believers, that they may grow more in Faith along with their (present) Faith. And to Allâh belong the hosts of the heavens and the earth, and Allâh is Ever All-Knower, All-Wise.

Another deep question Sean. I think the light is energy coming from God, the energy of love because people say they feel extreme love when entering the light.

The Jews Called it "The Shekinah" It is the same light that lit Jesus up on the Mount of Transfiguration,and probably covered Adam and Eve before the "fall".Solomon saw it as he dedicated the Temple,and in the end it will be our source of light,period.
