I don't know about herbal medicine. Just feed them lots of fiber. Try a ripe papaya. Lots of water, too.

You don't want to do anything other than dietary changes and establishing bowel habits in little kids - they can get dependent on them and "need" them to go.
Up the amount of fiber they get - whole grain cereal, bran muffins, brown rice, fruit, and veggies. Watch the amount of milk, cheese, yogurt, and cooked carrots they get. (These can cause constipation.) Establish a habit for them by having them go sit on the bowl after meals.
If the child is consciously holding the BM in (this happens frequently in this age bracket - if they have one painful one, they'll be afraid to go again because they think it'll hurt again) the short fix is to put him in the bathtub with 2oz of baking soda in a tub of warm water. Give him some tub toys and let him hang out for up to 30 minutes. More often than not, they'll be relaxed and go. (Some kids will get out of the tub and head for the bowl, others don't. If they don't, that's why bleach was created.)

I have the same problem with my 2 year old. Prune Juice is the best. make sure that you get the real stuff not the sugared down kind. You may need to add a little splenda to it, to make sure it is not sour. I taste it before I give it to him to make sure I would drink it. Try to stay away from lots of starchy foods as well, especially if they eats lot of cheese. I have found that this seems to back him up as well.

This may sound so silly but when my 2 1/2 yr. old eats corn she goes to the bathroom alot. I guess it loosens her stool, maybe it will work for your little one.

I suggest 2oz of prune juice every 4 hrs. until the child has a bowel movement. And one more after that.
