If you ask a guy if he would like to meet up and he says yes but when you ask him for a date he just says, give me a call when your next in town, is he really interested?why doesnt he want a proper date?

Yes, he is not interested.
If a guy wants to date you, damn he'll arange it. Seriously, even the most lousy guys would check if the girl is free next friday night.

If you want to proceed further with the date even in the above condition, make a reason to see him, tell him you're going to the film with your friends in the town and would like to go out that night with him. Make the first date last only for 2 to 3 hours, go home, make a good impression.
After that first date, if he calls you or text you in 2 days, he's interested in you. Don't be availiable from then on!

Why don't you just pick a date and call him to say you're in town that day.

It does sound like he's not too interested though.

It sounds like he can take it or leave it or isn't bothered. I'd rather have a YEAH !!!! That would be great !!! kinda answer. Do you know much about him...maybe he is with someone or just doesn't want to date right now.

Firstly, never ask a man out, as this happens. If you ask him out how do you know if he is really interested, secondly, if he isnt making solid plans with you then forget him, he'll just stress you out while you wait around for him!

and just wants to bide his time in case whatever he has going on now will be over by the time you return

he's not interested? (oh, and he lied about wanting to meet up, probably just to string you along or wind you up so that you'd end up confused and disliking him...thats what he wants, you to dislike him so that you give up?)
