Happy 21st! To make your celebration memorable, I'd suggest something magical. That said, here's the caveat. Most of the places below are quite expensive and a bit touristy. But they're wonderful and magical all the same. For example, Tavern on the Green. In the winter, Central Park is just gorgeous and the entrance to Tavern with all the white lights on the bare trees is beautiful. You, your mom and sister will all feel like princesses. But make reservations as soon as possible. Right nearby and possibly nicer because it's more grown up and less touristy, is Cafe des Artistes. This is probably the best selection for outstanding food in an incredibly beautiful environment. From the moment you enter and view all the incredible murals to the time you take your first bite of dessert, the whole experience is enchanting. In the theater district itself, you might enjoy the view from atop the Marriot Marquis. I don't think the food is stellar, but the view from the revolving restaurant is unbeatable. Again, your sister should get a kick out of this too. This might be a good place to end the evening and have your first 'legal' libation. The Sea Grill at Rockefeller Center is also a good choice for a magical evening. From a window seat, you'll have a great view of the giant christmas tree and all the skaters. Again, make reservations ASAP. Very, happy birthday!!!

This is a very, very broad question given the amount of options you have in NYC.
I would tend to agree with the previous two posters: If you give a price range, and a type of food, (even a neighborhood) I'm sure there will be a good 30 options that would fit the criteria.
There are restaurants that some consider elegant that are $20 per entree, and some others go high end where prices top $200 per person.

Aureole - in a beautiful townhouse on East 61st Street
Home - small and romantic in the Village
Nobu - high end sushi in Soho
Rosa Mexicana - beautifully designed high end Mexican
Cite - elegant and right in Rockefeller Center
BLT Prime - classy steakhouse
Gotham Bar & Grill - classic NYC elegance in the East Village
Cocco Pazzo - they have several locations, but the on in the East 70's is the nicest

There are a plethora of choices for elegant restaurants, and it really depends on how much you would like to spend, or what your preferences are for restaurants.
- Best Wine: Cru.
- Best service: Alain Ducasse
- Best Food (Seafood): Le Bernardin
- Best Food (Meat): Daniel
- Most fun Food: WD50
- Most Exclusive: Per Se
But there are many more, you could also include on any list Jean George, Bouley, Del Posto, Blue Hill, or Masa to name just a few.
