God doesn't listen to sinners who reject Him, because He cannot look upon (in anyway) sin. For those who reject them they are dirty with their own sin, hence God doesn't hear them. Only those who have put their faith in Jesus Christ and have had their sins washed away can be heard by God.

Give it in NIV, or NRSV and chances are you'll get a better range of answers. And re-phrase your question: "Who does God don't hear?" How about "Who doesn't God hear"? I really have no idea what you're asking.
