My female dobe was pretty bad about this, but we used what we learned in puppy class, getting her attention mainly. I used treats and "let's go", and moved on. Eventually just the simple "let's go" snapped her out of it.
Use little tidbit treats, not something she would have to stop and chew up. Once you get her attention with the first one, move on and have a second one ready to give her as she comes along.

My dog knows when we're going on a sniffing walk or not. When we're not, I give the HEAL command and that's when he knows he needs to stay right by my side - of course, he'll occasionally get distracted when healing, so that's why we have a choke collar, one little tug and he's refocused. But please remember dogs need that sniffing time too, it's enjoyable for them.

Sounds like the dog is the boss. I wouldn't worry about it to much as what you are describing about the dog seens to be natural with all dogs. Just enjoy being with your dog and your walk.
