Search for "ocr" and "free" on google and you will find plenty

It mostly depends on the resolution of the scanned picture. You may try Adobe Reader Latest Version. It can edit text from pictures so download it from http://www.adobe.com

There's plenty around. Type OCR freeware into Yahoo search and take your pick.
