My Sony Cybershot t30 does not have a 320X240 option does it mean it can't take a 320X240 picture since it only goes up to 640X480

Your T30 can take pictures up to 3072 x 2304. The low-res options are 2592 x 1944, 2048 x 1536, and 1632 x 1224.
It can take VIDEO at 640 x 480.

Anyway, if you want to make a picture with LESS resolution than the standard sizes, just crop and/ or re-size the picture in an editor. I can't be more precise than that, without knowing what editor you use.
And if you want to create a picture with MORE resolution, again, you can re-size the picture in an editor, or you can take a few pictures with a little overlap and stitch them together in an editor.

Some times there are settings on the camera which allow you to reduce the resolution (and save memory space). Alternatively you can process the picture of one of the many photo editing packages now available (even the free Paint package that comes with MS Office can do it.)
