Be consistant and let them know you mean business. I had the same problems - I noticed I was giving in to the water requests, then the potty time, and of course there is that one last hug they needed to give you....SO TIRING! Once I made the decision to put them back into bed, no excuses, no play, no talking, they realized after a couple days they couldn't get away with it anymore. Now bedtime is much easier!

Read the book "1-2-3 Magic" by Dr. Thomas Phelan. It's a great book and a must read for all parents.
You have to be consistant, continue putting them back to bed each time they get up. Maybe even sitting outside their bedroom door (without the kids knowing you are there). Stear them right back to bed if the attempt to come out. You didn't state the ages of the children.
For school age kids, try a reward/point system. For every time they go to bed and stay there, give them a point. If they do this each week night, allow them extra time on the week ends. This could be 5 or 10 minutes for each point they earn during the week.

The first time tell them that it is bed time and put them straight back. After that, don't say anything, and put them straight back to bed. It may take a couple of nights but they will get the hint that bed time is bed time.

You just have to keep being firm and taking them back. Don't smack them as its unnecessary at this stage. Just be firm and keep taking them back. It might take a few days. But they will get the idea.
DON'T let them stay up even once after telling them to go to bed. They will push you for it after that.

i would say because i have problems with this myself so my advice would be to keep sending them back to bed until at least 3-4 times then give them at smack on the bum and then send them back to bed

How old are they? I suppose they are under 7... Have you tried to stay with them until they fell asleep?Or, telling them a bedtime story might help. Try to make them a schedule.This way, they will know exactly when they should sleep.

how old are they? under 5, let them sleep with you as nature intended. otherwise, say - go back to bed.
