I guess it really depends on the nature of the relationship and the personalities of the individuals. For the most part I would say that the guy should assume the role of paying for the dates. However some more independent women or those in a more friend-like relationship might feel more comfortable going dutch.
Just don't ever assume or expect the girl to pay unless it was already agreed upon. Always at least offer or be willing to pay the bill.

If you ask you should pay.
If you ask some one out on a date they'll probably assume it's because you have money and want to spend time with them, not because you're looking for a free meal.
If you don't want to pay make it clear from the start. But be tactful!!!!!!!
Most women don't mind going Dutch, as long as you don't spring it on her and it's not the first date

I'm a guy.
And men should pay. It's part of Western culture - male mannars towards females, such as opening and closing the door for a female, or placing a chair behind her, or give the female your coat when she's cold.
All these small things bring happyness to females.
If you don't know mannars - learn them, especially on a date where you will be dining together.

In practice, it should be the one who asks for the date, whether it's the guy or the girl. Now if the guy is generous and a gentleman and would offer to pay, then let him. But for the girl, it would be good to offer a night cap and buy him coffee as courtesy after the date.

Don't be dumb man. Chivalry - Chicks dig it and it makes you more of a man. Never expect the girl to pay even if she is the one that asked you out.
