Whooo!!!
The previous answers are right for GRANULATED sugar but NOT for confectioners sugar.
You need JUST over 3.5 Cups of confectioners sugar to make 16 ounces - as you get 4.5 ounces per cup.
1 cup granulated sugar = 8 ounces
1 cup brown sugar = 6 ounces
1 cup confectioners' sugar = 4 1/2 ounces

Not all conversions of ounces to cups are equal!!!!
16 ounces is basically 250 grams which in this case is equal to a cup, but 1 cup of icing sugar (what American's call confectioners sugar) is not equal to say 1 cup of sultanas, 1 cup coconut etc. Always go by weight...
