Depends on where you're from and over-what-seas you're talking about! If you come from the U.S. the closest thing to American ideals and standards are going to be either Europe or Australia. You leave a few too many variables open for me to comment any further without clarification...

heard that Taiwan is supposed to be great why not try one of the world great cities London New York San francisco, toronto (supposed to be great), berlin, Shang Hai.Tokyo
