when using the quotations where does the comma go in these sentences.....
Sandy said i love you...............and.................. I love you said Sandy

The first sentence needs no comma; the second always does.

the others have not given good answers
one thing to make urself clear is that always put the comma after said.
like
sandy said,"i love u"
ok?
try speaking out the sentence in ur mind...u'll get a good idea

I think you mean inverted commas, commas separate two different ideas like in a list. inverted commas are the funny little air commas that signify speech
