Given how the city of Roanoke, VA exists independently of Roanoke County, VA, Norfolk, VA is surrounded by a number of other independent cities (like Chesapeake, Virginia Beach, et al) which are not constituted as a counties under Virginia law. In fact, the closest counties are Isle of Wight, York and Northhampton (which is on the Delmarva Pennisula)

It's not part of a county. Locals refer to it as being part of the 7 cities or Hampton Roads.

It's considered an independent city and isn't part of any one county. Virginia has lots of cities like that.
