C., Because unlike other answers, I have done the personal research required of such an answer.
It's not about bars or associated answers of alcoholism, mainly because as every one should know, alcohol is a stimulant, not a depressant.(ie, if you're drunk you're not sleepy, by means of alcohol- there is some other factor involved, such as sleepy)
The most common factor of sleepyness is due to long periods of sleeplessness. In the human daily chronological history, it is well known to, not only the individual(except in cases of chronic narcolepsy) but to the general immediate society as well, that, when it becomes later in the day, it is time for sleep(another good example of why yawns exist and are contagious-we should all sleep together as a union for safety in numbers).
Therefore, after a period of time, following the setting of the sun(eg,12pm-5am), it is common place for a modern man to feel sleepy. He's only following thousands of years of comfortability within his own personal societal background.

This is when your body is at it's most relaxed state. People are feeling groggy after many hours on the road or at work. I work a swing shift and my insurance rates are higher because of the hours that I work.
