For a girl love means respect. For a guy it means he wants to pork you. I don't believe anyone onder the age of 25 has a clue what love is. I'm assuming you're in that category.

It depends on how you feel about it. My Bf said he loved me after we'd been dating for a month. lol (we had been friends months prior, so it wasn't like we JUST met or anything).
If it feels odd for you or you feel hesitant to say it back, then it is too soon.
