may pull back into traffic
may have had a heart attack
may be parked
maybe you are drunk and only think there is a car there? (a little levity) :-)

B&C. In general, it is preferable to other drivers and law enforcement to drive as close as possible to the center of your lane. If you do this, you are allowing yourself an added escape route if something untoward should happen near you.
I would use caution, regarding an adjacent lane because I am unsure of the drivers intentions. According to the driving skills education we all suffer through, there is no reason in the world for a driver to be behaving in such a manner, unless there seems to be a possible hazard ahead, therefore, I should exhibit the same cautionary measures, including braking, or slow decelleration, until I am sure of the clearing of the mistake or hazzardous driver.
Other than afore mentioned, I would believe the driver to, either be under the influence, or greatly distracted, so much so that, I should take evasive or defensive driving strategies. I also believe that if such a condition should arise on the road that, no matter what, the responsible individual should recognize the possibility of such a hazard to other drivers, so as to remove himself from further stressing or impeding the flow of traffic.
Driving is easy, fun, and can be a great boon to the world of transporting, and yet it still remains one of the greatest hindrances of liability. All you have to do is open your eyes, mind, and sense of responsibilty to enable the rest of to arrive in safety and security, OTHERWISE< PLEASE GET THE HECK OFF THE ROAD >
