I mean why would he say something like that?

Maybe he meant that he had never seen you all dressed up before. He thought you looked cute, and because he's a GUY(no offense, present company) he couldn't just come right out and say it. No, I don't think he was being sarcastic or making fun of you in any way. He was just trying to compliment you and doing a LOUSY job at it. It's possible that he likes you, from what you added on about him checking you out on a previous occasion. He's just to chicken-**** to tell you in the right way like he's supposed to. Trust me, he was actually complimenting you but he didn't know how to say it. When a nice gal wears something very different than usual and it looks great, we want to let them know but coming up with a way to say it can be confusing cause we don't want to be seen as an idiot by a pretty girl.
