well you could look at it two ways
-either he's mature because he respects women and doesnt want to go agains their will
-or he's immature relationship wise and doesnt really know what he's doing

I do not know about your age, nationality, community or religion. So, there is a generalised answer.
Kissing, between a male & female in a relationship, esp. that of love, provided the intensions are clear & honest is a simple expression of love & respect for each other in antural manner. So it is alright up to that extent.
The refernec MUST always be made to the factors mentioned in the opening lines.
As far as intensions are concerned, you would better be aware of these even before trying. If you are sure that you two are in love and if you are not aware of his intensions, you better give one try and you would know - whether it is love & respect or he means something else. But be in control of the situation.

u can kiss him only when u r in a good mood. even if u r not in a good mood, u kissing him will make u so.
naturally a bf expects his gf to be in good mood always.
so be happy that often he asks for a kiss!!!!!!!!!!

I think it's because he respects you, there are times when a person just doesn't feel like kissing and he doesn't want to be pushy.
