In some localities, popularity with the voters, or political clout. You don't even need law enforcement experience. A perfect example is Jefferson Parish, Louisiana. Harry Lee has been sheriff for about a quarter of a century, and will probably die in office. Harry got into office by his ties with powerful LA politicos. He has zip, in the way of law enforcement experience. He is a career politician, not a real lawman.
