I am trying to buy a used car from someone but the car is being financed?

What is the procedure for buying the car. I dont want to pay anything until I can get the title, but he cant get the title from the finance company until he pays them, which he cannot do until he sells the car.

Call the secretary of state office for your state and ask them. They should be able to tell you.
