Full install, upgrade, OEM..... after a while it can get so confusing. Always better to double check before buying something you're not sure of. Yes, it's a full install version. You might want to look at this site. I think it has better prices:

A full version, But it CAN NOT be used as an upgrade. If you are trying to to go from win2k to this, you will lose all of your data, unless you back it up first.

read the page dumbhead, it's even red for your convenience

Note: This version of Microsoft Windows XP cannot be upgraded from earlier versions of Windows. If your operating system is Windows 2000/ME/98 you must backup your data before installation. This OEM version will only allow a clean Install, and your existing data will be deleted.

I think I can help you on this one, this is a full install version of Windows XP.
